Wolfowitz criticizes Bush Administration

Paul Wolfowitz, one of the architects of the Iraq disaster, continues to do a good job as head of the World Bank. This time he has pointed out the large drop in our contribution to the International Development Association, a World Bank agency that provides favorable financing to some of the world's poorest and most heavily indebted countries, many of them located in sub-Saharan Africa. We've gone from providing 20% of the agency's funding to 13%.

I'm still trying to fathom Wolfowitz. As you rightly point out, he was heavily involved in orchestrating the Iraq war but then almost seemed to jump ship in midstream. At first, I assumed the idea was to control the pursestrings once the Middle East was subdued and American imperialism dominated, as per the Straussian/neocon dream, but now I'm not so sure.
Can a leopard change its spots? Or, is it just the most wily and dangerous animal in the political jungle?
