Is a tech surge possible?

Obama says that a "tech surge" will solve the technical problems of Healthcare.gov. Although I spent my career in computer software, I never saw a "tech surge" that actually worked as promised.  He was probably thinking how well the surge worked in Iraq and wants to duplicate that success here.

Maybe Obama and company could have given some thought to actually implementing this system.  For example, not holding back rule definition until after the 2012 election, or, not providing specs until this spring.  The administration's lack of transparency is continuing with its refusal to answer basic questions, such as how many users there are.

Al, because you have a long computer background, you know that a clean basic plan comes first, then followed by the detailed and difficult practice of putting flesh on the bone, which takes plenty of time to doit well.But the Tea Party was determined to kill that bill - and it does seem rather clear now that the Tea Party people having a visceral hatred of Obama, wanted to destroy him, partly if not wholly because he is black. The Week magazine had a recent cover headed "Second Civil War?" followed by feature stories.
Anyhow, coming back to putting flesh on the bone (that an awful metaphor but I can't improve it at the moment)Obama's people couldn't go ahead with clean drafting until the Supremes ruled; and then the pressure to get it done and passed
ASAP was heavy.

I agree the timing was tight, but the administration made it much tighter by not supplying necessary information.

I would also argue that huge computer consulting firms usually do a worse job than smaller ones. See http://devitoblog.blogspot.com/2013/10/whatever-happened-to-deloitte-touche.html Deloitte is only one example, there are several more.
