Carter on North Korea

Jimmy Carter has an op-ed about North Korea in today's NY Times. He recounts North Korea's fears of an American strike against their country as told to him in 2002 and laments their response to our actions by re-instituting their nuclear weapons program. However, we still have options, one of which is to implement the September 2005 six-party agreement. As Jim Baker says, "It's not appeasement to talk to your enemies."

The problem with President Carter's suggestion, eminently sensible as it is, is that it would breach Bush’s principle of not rewarding North Korea in any way for complying with its commitments. Bush is presently trying to defend his failed policy on North Korea by saying it is Pyongyang that's at fault, and not his (Bush's) policies. Bush's true policy since coming to power has been to ignore the North Korea situation altogether, I suppose hoping it might go away, or at least remain dormant until he was victorious in the Middle East. Kim Jong-il is a slippery customer, but he's stubborn, not stupid. He wants the best possible deal. Bush, with his simplistic intransigence is, I believe, the real problem.
