He's in London, not attending the Iraqi Parliament to which he was elected. He is not unique. It's been a rare day when there have been enough members of Parliament to make a quorum. Can you blame them? The Parliament meets in Baghdad, the most dangerous city in the world.
Of course, not attending parliamentary sessions hasn't stopped most of the members from collecting their compensation of close to $120,000 a year.

Allawi has a price on his head in Iraq. He's suffered one assassination attempt in Britain back in 1978 by one of Saddam's axemen, and although the dictator is no more, Sunni insurgents still have some old scores to settle. Personally, I wouldn't weep. I don't doubt this story is true, and I believe Allawi would be a Shia version of Saddam, if he thought he could get away with it. Unfortunately, Baghdad is chock-full of would-be Allawis.
