Another cost of the war
"When the troops get deployed, the equipment goes with them. So here in Kansas about 50 percent of our trucks are gone. We need trucks. We are missing Humvees, we're missing all kinds of equipment that could help us respond in this kind of emergency," said Governor Sebelius of Kansas.

personally I dont think this is as much a cost of war as incredibly poor management. what asset manager, heading into the storm season would not have made sure his resources were up to speed? how convenient to blame the war when I am sure their pork barrel didnt suffer. pete costas :)
