How to conduct a proper drone strike is part of a new counterterrorism manual (aka the playbook) that will be issued soon by our leaders in the White House. I doubt we will be told much about it since it deals with such subjects as the process for adding
names to kill lists, the legal principles that govern when U.S. citizens
can be targeted overseas and the sequence of approvals required when
the CIA or U.S. military conducts drone strikes outside war zones. And because Pakistan is such a nasty place attacks on it will not be subject to the rules of the playbook for at least another year.
Another element to be proud of.
