The poor people who were stuck in New Orleans because they were too poor to go anywhere else were suddenly bussed to another part of the country. They lost everything they had and have nothing to come back to.
It's hardly surprising that the levels are lower. Those who came back are the ones who had a reason. Landowners and businesses.
