Citibank Japan has regulatory problems

The bank has had three major scandals in seven years. The major problems center around the bank's difficulty to comply with regulatory standards and its participation in money laundering. In 2004 things were so bad that the CEO of Citicorp, Charles Prince, apologized in person.
