A Step in the Right Direction

The federal Department of Education has decided that all states should calculate drop-out rates in the same way. They haven't specified the method yet, but clearly this is a step towards being able to really compare states performance. As we know, it is impossible now to do so.

It would seem an easy statistic to configure. A drop-out is a drop-out. Yet again, America chooses the most convoluted method possible to process (and disguise) its failure rates. The electoral process works in much the same way. Why is nothing simple in this country?
