The UN Weighs In
Manfred Nowak, the UN's specialist on torture, believes that Bush and Rumsfield should be brought up on charges of torture. In Nowak's view, we ratified the UN convention on torture which required "all means, particularly penal law" to be used to bring proceedings against those violating it.
