How else explain the Ambassador and other major people in Iraq not knowing that the building of a wastewater treatment plant in Falluja was three years late and had tripled in cost? Why will it cost homeowners to connect to the system, assuming that one day there will be sufficient electricity to run the pumps and purification tanks?
